The Government of Uttarakhand on April 13, 2026, issued the Uttarakhand Jan Vishwas (Amendment of Provisions) Act, 2026.
The Act provides for amendments to various enactments listed in the Schedule, as specified therein. It also introduces a mechanism for periodic enhancement of fines and penalties, increasing them by 10% of the minimum prescribed amount every three years from the commencement of the Act.
A comprehensive “savings” clause ensures that amendments or repeals do not affect existing rights, liabilities, obligations, or actions already taken under the earlier laws. It preserves ongoing proceedings, past transactions, legal principles, customs, and established procedures, and clarifies that repealed provisions will not revive any previously non-existent rights or practices.
The State Government is empowered to resolve implementation difficulties through orders, provided such orders are consistent with the Act and issued within two years from its commencement.
Additionally, the Uttarakhand Jan Vishwas (Amendment of Provisions) Ordinance, 2025 is repealed; however, any actions taken under it are deemed valid and treated as if carried out under the corresponding provisions of this Act.
It shall come into force at once.
